Fagan voted against the political maneuver of burying the amendment in a study committee.  However, in 2009 (non-election year) Fagan voted to put the same amendment into a study committee.&lt;br /&gt;&lt;br /&gt;“Like many other Taunton residents, I am greatly disappointed once again with our incumbent Representative.  Last year he was against it and this year he is for it.  He has proven once again that he is just a shameless politician only concerned with saving his second job,” said O’Connell.  “Unlike Fagan, I will be a dependable vote for stopping illegal immigration in Massachusetts.”&lt;br /&gt;&lt;br /&gt;According to the Center for Immigration Studies, Massachusetts has 220,000 illegal immigrants.  25% collect welfare benefits, 11% received food stamp assistance, and 20% are covered by Medicaid.&lt;br /&gt;&lt;br /&gt;“No one is being fooled by Fagan’s election year conversion,” said O’Connell.  “We can assume by his flip-flop that he knew he failed to represent the wishes of Taunton residents in 2009. Establish a minimum level of Chapter 70 and Unrestricted Local Aid equal the amount proposed by the Governor for FY11.&lt;br /&gt; * The minimum Chapter 70 appropriation must equal $4,048,324,258 for FY11&lt;br /&gt; * The minimum Unrestricted Local Aid appropriation must equal $936,437,803&lt;br /&gt;&lt;br /&gt;2. Establish a minimum level of funding for each of the following accounts to equal the amount proposed by the Governor for FY11&lt;br /&gt; * Reimbursement to cities in lieu of taxes $27.3 million&lt;br /&gt; * Regional school transportation $40.5 million&lt;br /&gt; * Special education residential schools $135 million&lt;br /&gt;&lt;br /&gt;“We need a Representative who will fight for Taunton and put our priorities first. This monster had recently raped a 5-year-old while her 10-year-old cousin watched in fear.&lt;br /&gt;&lt;br /&gt;The prosecution asked for $200,000 bail in the first rape case.  The judge gave a mere $10,000 bail and refused to impose any conditions, such as "stay away from children."   How can anyone deny the fact that we need mandatory sentencing?&lt;br /&gt;&lt;br /&gt;Now legislation is being filed to require dangerousness hearings to be held in cases involving sex crimes against children.   This allows pretrial detention for a period of time for defendants found to be dangerous.&lt;br /&gt;&lt;br /&gt;It sounds like something that should already be required, right?  So of course it will pass in the House very quickly, right?   Wrong.   Let's not forget how difficult it was to get even lenient mandatory sentences of 10 years passed in Massachusetts last year.&lt;br /&gt;&lt;br /&gt;When it comes to protecting children, you can't take anything for granted in Massachusetts. Maybe you are?  No, I didn't think so.  But if you're a member of the Massachusetts state legislature you are.   And well deserved too, don't you think?  (Answer: &lt;span style="font-weight: bold;"&gt;NO&lt;/span&gt;!)&lt;br /&gt;&lt;br /&gt;After all, it's hard work to vote to restore $18.8 million to the "legislative fund,"  a slush fund we don't know much about that the legislature reserves for its own personal use.   It also takes a lot of energy to fight for keeping the two "hack holidays" that the vast majority of us do not get paid for.  Eliminating those would only save us about $10 million anyway.  Chump change if you're an entrenched incumbent of the Massachusetts legislature.&lt;br /&gt;&lt;br /&gt;The answer you've probably heard to any concerns about our elected officials recessing for the rest of the year when there is still much important work to do is that "those are the rules."  And we know our trustworthy legislature never breaks the rules...right? &lt;br /&gt;&lt;br /&gt;They are self-imposed rules!!  Our state reps and senators make them, and they can change them. I had the honor and privilege to participate in several events to honor our veterans and troops. &lt;br /&gt;&lt;br /&gt;One of the events was the Taunton Fire Department's breakfast fundraiser for grave markers.   I set up a table for the kids to make Christmas cards for our troops overseas.   The children wrote tear-jerking notes like "Thanks for keeping us safe" and "You're my hero." The first convicted sex offender in Mass. was sentenced under Jessica's Law, which requires mandatory sentences for sex offenders.  The D.A.  praised Jessica's Law as a valuable "sentencing tool to punish this defendant for his reprehensible actions against a vulnerable child."&lt;span style="font-weight: bold; font-style: italic;"&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;Contrary to the claims that children would be &lt;span style="font-weight: bold;"&gt;"ripped apart" &lt;/span&gt;on the witness stand, this brave young girl was able to testify in front of a jury and help put this dangerous repeat sex offender in jail.&lt;span style="font-weight: bold; font-style: italic;"&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;Although a watered-down version of Jessica's Law was passed in Massachusetts, we still have some of the weakest laws in the country for sex offenders.   As I have in the past, I will continue to work with legislators, like Representative Karyn Polito, and child advocacy groups to help strengthen our laws. Not The Massachusetts Legislatur&lt;/span&gt;&lt;span style="font-weight: bold;"&gt;e.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Today&lt;/span&gt; there is yet another story in the &lt;span style="font-style: italic;"&gt;Boston Herald&lt;/span&gt; of a woman being viciously attacked by a repeat sex offender.  A violent level-three sex offender who has been charged and convicted of various sexual assaults since 1996 has spent little time in jail for his offenses.&lt;br /&gt;&lt;br /&gt;Prosecutors tried to have David Flavell declared a sexually dangerous person in 2006, but Judge Richard T. Moses disagreed and allowed him to go free.  Since then, Flavell has been charged with sexual crimes twice, once in 2007 and again in 2008 when he tried to rape a woman. Today we can add another charge to the list.&lt;br /&gt;&lt;br /&gt;So it makes any sane person wonder why our legislature fought so hard against tough mandatory sentences for convicted sex offenders.   A mere ten-year sentence was called "draconian" on the house floor.   The majority of states have a mandatory 25-year sentence.&lt;br /&gt;&lt;br /&gt;Massachusetts has some of the weakest laws for sex offenders in the country. John and I were both very impressed with what she had to say and her goals for State Representative.  She cares about and is clearly dedicated to the community. Parents are&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;&lt;span style="color:black;"&gt;either not notified or&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;&lt;/span&gt;the classes&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;&lt;span style="color:black;"&gt;are&lt;/span&gt;&lt;span class="Apple-converted-space"&gt; presented as&lt;/span&gt; being about safety, diversity, or tolerance.  Parents should have to &lt;span style="font-weight: bold;"&gt;opt in&lt;/span&gt; to ensure they are informed of the classes and their content.&lt;br /&gt;&lt;br /&gt;House Bill 437 is being introduced with bipartisan support.  It would ensure parental notification, opportunity for parents to inspect the materials, and offer sex education only in clearly identified elective courses. Teachers and administrators would not be required to participate in such a class if it would violate their religious beliefs.&lt;/span&gt;&lt;span style="font-size:130%;"&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-family:arial;font-size:130%;"  &gt;I urge you to write your representative in support of HB 437.   Parents must have the ability to  monitor and choose what their children are taught about so-called "social issues." We taxpayers, of course, already knew this.     The laundry list of taxes that were raised on us did not result in more revenue for Beacon Hill.     Is anyone surprised?&lt;br /&gt;&lt;br /&gt;Maybe, just maybe, our representatives will do what they should have done YEARS ago:   reform.    Make that BOLD reform.&lt;br /&gt;&lt;br /&gt;I have a few suggestions for our legislators.    How about a hiring freeze?   That's an easy one.  They don't even have to work too hard at that.     As of September, almost 2000 jobs had been added to the state payroll.  No, you don't need new reading glasses.&lt;br /&gt;&lt;br /&gt;Here's another real easy one to save a couple bucks.    Eliminate Bunker Hill Day and Evacuation Day.      What?     You've never heard of them?    That's because they're specific to Suffolk County, although state employees in other counties get them as floating holidays.      So it was surprising when some state reps fought so viciously to keep these holidays.&lt;br /&gt;&lt;br /&gt;And last, but not least, pension reform, pension reform, pension reform. But other than a few new signs telling us there are projects going on, we haven't seen that money being put to good use. &lt;br /&gt;&lt;br /&gt;The excuse is that bigger, long-term projects are in the works, but only one has been named -- and that is in Somerville.  &lt;br /&gt;&lt;br /&gt;I'm sure everyone reading this can list a handful of projects right here in Taunton and nearby communities that need to be immediately undertaken.  What happened to all the "shovel ready" projects that were going to create jobs?  After all, there were going to be catastrophic consequences if that stimulus bill didn't get passed immediately.&lt;br /&gt;&lt;br /&gt;So where is the leadership?  We have the money.  We have to spend it.  Yet Beacon Hill is just sitting on it. Representative Brian Joyce has been trying to introduce this legislation for several years now.&lt;br /&gt;&lt;br /&gt;The majority of states have already passed laws on this issue.   Our representatives have failed us all in their inability and unwillingness to support a bill requiring a road test for drivers at age 75.&lt;br /&gt;&lt;br /&gt;While I understand the challenges facing seniors who are no long able to drive, it is our duty to protect the public safety.&lt;br /&gt;&lt;br /&gt;There are a multitude of programs to get seniors transportation to appointments, the grocery store, bingo, etc.  Families and community members also need to step up and volunteer their time to help our seniors.&lt;br /&gt;&lt;br /&gt;As your representative, I will work with local agencies, volunteer groups and businesses in the community to ensure our seniors have the resources they need to retain their independent lifestyle. We're all hopeful that the quality of education and staffing won't suffer due to budget cuts.  Education is one area that should not live under the threat of budget cuts and layoffs every year.  Our kids are too important, and maintaining the absolute highest standards in our school systems is imperative to the success of our children.&lt;br /&gt;&lt;br /&gt;The State of Massachusetts has the ability and the means to provide the vital services that people pay for, count on and deserve.  What we need is representatives on Beacon Hill who are willing to limit the size and scope of government -- not grow it every year.  What we need is representatives who believe low taxes are the path to a vibrant economy.
